China’s 11th Five Year Plan (2006-2010) targets to reduce 20% of GDP energy consumption. Experts predict that over RMB 3,000 billion units of business opportunities would be generated from industrial, construction and transportation sectors. Industrial Bank Co Ltd Shenzhen (CIB Shenzhen) and BEC co-found Shenzhen Energy Saving Industry Alliance to promote energy saving for a greener PRD.
CIB Shenzhen is to lead in Mainland China providing financial loan to energy saving projects while BEC in Hong Kong region offers technical plans and consultation services for implementing energy saving projects. BEC can carry out energy audits, provide third party advice on the selection of systems (i.e. options evaluation) and help develop a company's energy policy in addition to benchmarking, communicating and reducing related greenhouse gases using tools such as the Greenhouse Gas Protocol.
The loan is tailor made for companies which implement energy saving projects such as industrial boiler retrofitting, wasted heat recovery, and optimizing industrial energy usage; energy saving service providers and energy saving equipment manufacturers.
Responding to the 11th Five Year Plan, CIB Shenzhen aims to provide RMB10 billion loan to energy saving projects. By end of 2008, CIB Shenzhen granted RMB3.5 billion loan to energy efficiency and pollution reduction projects. The plan is to increase by 10% to RMB5 billion in 2009.
According to Shenzhen Development and Reform Bureau, there will be a plan of comprehensive measures on Shenzhen’s energy saving and emission reduction. Amongst the targets is to reduce 13% of municipal’s GDP energy consumption from 0.59 ton of Standard Coal Equivalent/10000 Yuan (SCE/RMB10000標準煤/萬元) in 2005 to 0.51 ton of SCE/RMB10000 in 2010. By 2010, water withdrawal quota per RMB10,000 GDP will be 20% lower than that of 2005; the city’s chemical oxygen demand (COD) and sulfur dioxide emissions will be reduced by 20%, representing the level of 44,700 tons and 34,800 tons respectively. To achieve these targets, factories are required to take corresponding measures and could apply for financial loan for energy saving projects.
The alliance between CIB Shenzhen and BEC aims to provide both financial and technical support to aid energy saving projects.
