98 million funding awaits PRD enterprises to apply

Endorsed by Hong Kong Productivity Council (HKPC) as the Environmental Technology Service Provider for Cleaner Production Partnership Programme, BEC assists Hong Kong-owned factories within Pearl River Delta (PRD) region to adopt cleaner production (CP) technologies and practices. BEC will conduct assessment, review energy management and resources conservation, make practical solution recommendation on cleaner production technologies and approach for the participating factories.

Launched by Environmental Protection Department of HKSAR Government and implemented by HKPC, the five-year Cleaner Production Partnership Programme aims to encourage and facilitate Hong Kong enterprises in Guangdong to adopt CP technologies and practices and play their parts to optimize the regional environment through promotion and subvention, thereby supporting Hong Kong to develop into a green metropolis. A funding of up to a maximum of HK$93.06 million over a period of five years starting from 2008-09 has been approved by the Finance Committee of the Legislative Council of HKSAR Government.

Any company registered in Hong Kong under the Business Registration Ordinance with a factory in the PRD Region which is owned by any of the following, is eligible to apply for a Government grant of HK$190,000 for energy saving or pollutant reduction projects:

  • a Sino-foreign equity joint venture or a co-operative joint venture to which the company is a party; or
  • a wholly-owned foreign enterprise with capital from the company; or
  • a People’s Republic of China enterprise which is a party to a subsisting agreement with the company in relation to any of the three forms of processing and assembly operations or compensatory trade (三來一補).

Priority for funding support will be given to companies with factories belonging to eight target industries including chemical products, food and beverage, furniture, metal and metal products, non-metallic mineral products, paper/paper product manufacturing, printing and publishing, and textiles. Companies with factories from other industry sectors may also apply.

The funding support is to be given to eligible projects under key initiatives in the following areas:

On-site Improvement Assessment Projects

50% of the project fee, subject to a ceiling of HK$15,000 per project

Demonstration Projects

50% of the project fee with an average of around HK$160,000 per project
