About the Programme

Last year the HKSAR Government held a public consultation on the fuel mix for Hong Kong’s electricity supply. This year the Government has said that it plans to review the future regulatory regime for electricity in a further public consultation on the Scheme of Control, which governs the way in which electricity is regulated in Hong Kong.

At this talk a former leading energy regulator, Mr Alistair Buchanan, will share his experience of how the UK market has evolved and the issues that the industry there now faces. He will look at key issues in designing regulatory regimes, the challenges of balancing the expectations of different stakeholders and some key principles in planning for change.

Mr Alistair Buchanan, Chairman of KPMG’s Power & Utilities practice in the UK, and former Chief Executive of the Office of Gas and Electricity Markets in UK from 2003 and 2013

Alistair Buchanan heads KPMG’s Energy Practice in the UK and was for ten years until 2013 the CEO of Ofgem (Office of Gas and Electricity Markets), the UK energy regulator. Alistair began his career as a Chartered Accountant at KPMG and is a Fellow of the Institute of Chartered Accountants. He has extensive experience in the financial sector with particular reference to energy and utilities. He is also a member of the Business Energy Forum and the UK Energy Research Partnership (UKERP) and previously was a Non-Executive Director for the state-owned company Scottish Water. Alistair was appointed CBE (Commander of the British Empire) in December 2008.
