Mr Eason Chen
Chief Operation Officer, SAF Center – Second Research Institute of CAAC (CASRI)

Eason currently serves as Chief Operating Officer of the SAF Center under the Second Research Institute of the Civil Aviation Administration of China (CASRI SAF Center). Together with his team, Eason plays an important role in shaping national SAF policy, establishing industry standards, and advancing cutting-edge technologies that propel China’s decarbonization of aviation.

Prior to joining CASRI SAF Center, Eason has already built an exemplary reputation in SAF industry. As General Manager of Sichuan Tianzhou—one of western China’s largest SAF producers—he oversaw corporate strategy, stakeholder engagement, feedstock sourcing, and global sales, driving the company’s rapid expansion and market leadership.

Earlier in his career, Eason held pivotal positions at ExxonMobil and bp. Notably, he was appointed as the inaugural General Manager of the landmark joint venture between bp and China National Aviation Fuel General Aviation Company, where he pioneered initiatives that continue to influence China’s aviation-energy landscape. His deep expertise in carbon-reduction pathways and the global energy transition positions him as a leading voice in sustainable aviation.

Ms Seow Hui Tan
Chief Operation Officer, Singapore Sustainable Aviation Fuel Company Ltd.

Ms Tan Seow Hui is a seasoned global executive with over two decades of commercial and sustainability leadership experience spanning the energy, aviation, healthcare, and consumer goods sectors.

Prior to joining Singapore Sustainable Aviation Fuel Company Ltd. (SAFCo), Ms Tan held senior global positions at Shell, where she led commercial strategy, market development, and marketing for low-carbon solutions including Sustainable Aviation Fuel (SAF), Carbon Credits, Carbon Capture and Storage (CCS), and Hydrogen. Her work focused on developing scalable goto- market models and commercial platforms that accelerated the deployment of decarbonisation solutions across hard-to-abate sectors such as aviation and marine.

Ms Tan was instrumental in the inception and launch of Avelia, the world’s first blockchain-enabled SAF Environmental Attribute programme. This pioneering initiative set a new industry benchmark for traceable decarbonisation solution in aviation. Under her leadership, the business she helmed transformed into a global sustainability leader through product innovation, brand repositioning, and commercial excellence.

Her deep experience in driving systemic change in aviation – one of the most challenging sectors to decarbonise – combined with her commitment to sustainability, innovation, and cross-industry collaboration, will be pivotal in shaping SAFCo’s role in advancing the sustainable growth of Singapore’s aviation sector.

Ms Tan has a proven track record in business development, product and commercial innovation, and organisational transformation. She has led diverse, multi-national teams across global markets at Shell, EssilorLuxottica, Procter & Gamble, and Citibank. She holds both a Master of Engineering and a Master of Arts in Chemical Engineering from the University of Cambridge and has further completed the Business Sustainability Management programme at the Cambridge Institute for Sustainability Leadership.

Dr Jun Ma
Chairman and President of the Hong Kong Green Finance Association (HKGFA) and Chairman of the Capacity-building Alliance of Sustainable Investment (CASI)

Dr Ma Jun is a prominent advocate for sustainable development and green finance, with significant influence both domestically and internationally. In Hong Kong, he is the Chairman and President of Hong Kong Green Finance Association (HKGFA) and contributes to various committees focused on green finance and sustainable development.

In mainland China, he serves as Chairman of the Green Finance Committee and President of the Institute of Finance and Sustainability. Internationally, he chairs the Capacity-building Alliance of Sustainable Investment (CASI) and co-chairs several global green finance initiatives. With over three decades of experience, Dr Ma has held key roles, including Co-Chair of the G20 Sustainable Finance Working Group, and positions at the People’s Bank of China (PBoC), Deutsche Bank, World Bank, and International Monetary Fund (IMF).

As a pioneering leader in green finance, Dr Ma has played a central role in advancing China's green finance ecosystem. He organised the country’s first green finance guidelines and bond taxonomy and initiated regional pilot programs. Globally, he has been instrumental in shaping the G20 Green Finance Framework, the Green Investment Principles for the Belt and Road Initiative, and the International Platform on Sustainable Finance (IPSF) Common Ground Taxonomy. His contributions toinitiatives such as the Network for Greening the Financial System (NGFS) on biodiversity and the CASI platform have further solidified his reputation. Under his leadership, his teams have supported over 20 governments and financial institutions in developing green finance strategies, earning him numerous international accolades.

Dr Ma earned his Ph.D. in Economics from Georgetown University in 1994 and a master’s degree in Management Science from Fudan University in 1988.

Dr Xiaobei He
Research fellow at the National School of Development (NSD), Peking University

Dr He Xiaobei is a research fellow at the National School of Development (NSD), Peking University, and deputy director of the Macro and Green Finance Lab. Her research focuses on macroeconomics and climate policies. Prior to joining the Lab, she led the macro-finance research team as a senior fellow at the National Institute for Finance Research, Tsinghua University. Her publications include articles in leading academic journals and chapters in edited volumes. Xiaobei holds a Ph.D. in Economics from Goethe University Frankfurt, a Master's degree in Economics from the Hong Kong University of Science and Technology, and a Bachelor's degree in Engineering from Tongji University.

Ms Joan Lou

Joan Lou, Sales Director, is responsible for Junheng’s international sales and overseas market development. She has extensive experience working with global customers and a strong understanding of international fuel markets, regulatory frameworks, and government policies related to sustainable aviation fuel.

Dr Krishna Savani
Professor of Management at the Hong Kong Polytechnic University

Dr Krishna Savani is a Professor of Management and the Director of the Centre for Leadership and Innovation at the Hong Kong Polytechnic University. He obtained his Bachelor’s and PhD from Stanford University and taught at Columbia Business School before moving to Asia. He studies culture, diversity, choice, and decision making, among other topics. He has published over 90 research articles in peer-reviewed journals. His work has been disseminated in Harvard Business Review and Sloan Management Review, and featured in BBC, Forbes, and the New York Times. His research has received numerous awards, including the 2021 Responsible Research in Management award by the Academy of Management Fellows, and the 2016 Rising Star award from the Association of Psychological Science. He was featured among the 2018 “Top 40 Business Professors Under 40” by Poets and Quants. He has co-founded a start-up company that specializes in developing non-fakeable assessments to measure various cognitive and affective abilities, such as creativity, logical reasoning, emotional intelligence, and cultural learning.

Mr Wei Jun Chua

Wei Jun has 4 years of experience in biofuels, he is currently a biofuel analyst in S&P covering APAC short term analytics. Prior to his S&P role, he was a biofuels consultant in Argus Media focusing on long term renewable diesel and SAF development projects with financial institutes and O&G producers. Wei Jun holds a master's degree in economics from SMU and bachelor's degree in chemical engineering from TUM.

Mr Peter Lee
Chief Sustainability Officer, Airport Authority Hong Kong

Mr Lee is the Chief Sustainability Officer of the Airport Authority. He supports, guides and advises the Authority on the formulation and implementation of long-term sustainability strategies that encompass environment, social, governance, and climate resilience at corporate level. He also leads and manages all environmental matters related to the planning and implementation of the Expansion of the Hong Kong International Airport into a Three-Runway System, which is to maintain Hong Kong as an international aviation hub at the heart of Asia Pacific region. Before joining the Airport Authority in 2012, Mr. Lee has over 20 years’ experience in environmental and engineering consultancy, leading and managing the EIA studies for a number of major infrastructure and urban development projects. Mr. Lee is a founding fellow of the Hong Kong Institute of Qualified Environmental Professionals and the Secretary General of the Marine Ecology Enhancement Fund and the Fisheries Enhancement Fund.

Mr Jack Yuen
Director, Health & Nutrition, Environment and Nature Resources, SGS Hong Kong Limited

Jack has over a decade of cross-disciplinary experience in sustainability development and quality assurance within the energy and resources sector. In his current role as Director of Environment and Natural Resources at SGS, he is responsible for driving solution in sustainable fuels and climate change initiatives that align with global standards and evolving market expectations.

Jack actively contributes to industry initiatives that promote sustainability and quality assurance. He is involved in energy and fuel strategy projects, supports digital transformation efforts focused on climate impact and disclosure, and collaborates on research and development across other areas. He also serves as a member of university R&D committees and industry-related boards, helping foster innovation and address sector-specific challenges.

Beyond his corporate responsibilities, Jack is recognized as an industry expert and thought leader. He regularly participates in forums and conferences, where he shares insights on sustainability trends, regulatory developments, and best practices. Mr Merlin Lao
Head – Policy & Research, Business Environment Council

Mr Merlin Lao is Head – Policy & Research at BEC. He leads the team to develop clear policy positions on pressing climate and environmental topics in Hong Kong, through undertaking research on latest domestic and international trends, engaging with the Hong Kong SAR Government and connecting insights of the local business sector. He is keen on net-zero transition that not only looks at decarbonisation, but also a more equal and liveable built environment.

Mr Lao is a programme management professional with over 10 years of climate change and environment career experience across private, public and non-profit sectors in East Asia, with major exposure in Mainland China, Hong Kong, Macau and South Korea. Prior to joining BEC, he was the senior programme manager at an international non-governmental organisation driving sustainable cities agenda in China, Japan, Mongolia and South Korea, covering topics such as air quality, low-emission development, urban resilience, circular economy and nature-based solutions.
