Business Environment Council Limited (“BEC”) hosted the Annual Symposium 2026 of Hong Kong Sustainable Aviation Fuel Coalition (“HKSAFC”) today at BEC Auditorium. The event welcomed Mr Liu Chun San, JP, Under Secretary for Transport and Logistics, as the Guest of Honour. With the aim of engaging multi-stakeholders in positioning Hong Kong as a regional and global hub for Sustainable Aviation Fuel (“SAF”), the symposium convened government officials, industry leaders, and experts to discuss important strategies for advancing SAF adoption and reinforcing Hong Kong’s role as a leader in sustainable aviation.
The Policy Address 2025 outlines the HKSAR government’s plan to establish a comprehensive SAF industry chain, with a target of achieving a SAF consumption ratio of 1% to 2% for departing flights from Hong Kong by 2030. During the symposium, key sessions addressed various aspects of SAF development, including national and the GBA development on SAF industry chain, demand side factors within Hong Kong and how SAF policies can impact airport competitiveness, along with blending strategies to support the industry. Esteemed speakers from the Chinese Mainland and abroad shared valuable insights on best practices and successful strategies implemented in different regions. The discussions and networking opportunities fostered collaborations along the entire SAF value chain, further solidifying Hong Kong’s commitment to decarbonising the aviation sector in pursuit of net-zero emissions.
Mr Simon Ng, Chief Executive Officer of BEC and Convenor of HKSAFC, remarked, “Last year, HKSAFC dedicated its efforts to advocate a government-led mechanism with a comprehensive SAF roadmap for the aviation industry. We are pleased to see that the Government has taken our recommendations and announced plans to develop a SAF industry chain, ramp up SAF production, construct a blending facility, and set a SAF consumption ratio for 2030, all of which provide clear guidance for the industry and reflect our persistent and collective advocacy for sustainable aviation. As we transition from vision to planning to action, it is essential that we adopt a proactive approach to enhance our ambitions and engage the public in recognising our efforts. We are determined to accelerate the transition to SAF and strengthen Hong Kong's position as a leading sustainable aviation hub, ultimately contributing to HKSAR Government’s 2050 carbon neutrality ambition.”
In his keynote address, Mr Liu Chun San, JP, Under Secretary for Transport and Logistics, said, “Our commitment to SAF remains a top priority. We will develop an SAF industry chain, and this entails upstream collection of new materials, setting up of production plants, and large-scale production in the GBA, to dovetail with the target SAF consumption ratio. The transition to SAF requires an active participation of the entire ecosystem, including the business sector and the public. We continue to count on the support of the community, including the general traveling public and corporate travellers by fostering a shared sense of responsibility for our climate goals. With our collective efforts, I am confident that we can transform challenges into opportunities on our path to net-zero and will position Hong Kong as a global leader in sustainable aviation.”
Launched by BEC in January 2024, HKSAFC is a programme striving to support the Government in achieving its SAF usage goals by delivering cutting-edge research, advocating for supportive policies, and scaling up the SAF supply chain at competitive costs. HKSAFC Partners represent various positions across the SAF value chain, including technical agencies, airport regulator, SAF producers, fuel suppliers, air transport service end-users and non-profit organisations. These organisations have engaged in regular meetings and roundtables, making significant contributions to the SAF Ambition Statement and the Policy Whitepaper on SAF Strategy for Hong Kong. Looking ahead, HKSAFC aims to raise public awareness about aviation decarbonisation, garnering wider support for the adoption of SAF and ensuring that Hong Kong not only meets but exceeds established SAF consumption goals.
