While the government has committed a historic HK$150 billion from the Exchange Fund to spearhead Northern Metropolis infrastructure, building the metropolis without exhausting public reserves requires new collaborative funding models. This session unpacks the emerging role of Public-Private-Philanthropic Partnerships ("PPPP") in mobilising the massive capital required. The discussion will explore how blended capital is needed to de-risk early-stage green infrastructure, making them attractive for private corporate investment and green bond issuance. Mr Merlin Lao
Head – Policy & Research, Business Environment Council

Mr Merlin Lao is Head – Policy & Research at BEC. He leads the team to develop clear policy positions on pressing climate and environmental topics in Hong Kong, through undertaking research on latest domestic and international trends, engaging with the Hong Kong SAR Government and connecting insights of the local business sector. He is keen on net-zero transition that not only looks at decarbonisation, but also a more equal and liveable built environment.

Mr Lao is a programme management professional with over 10 years of climate change and environment career experience across private, public and non-profit sectors in East Asia, with major exposure in Mainland China, Hong Kong, Macau and South Korea. Prior to joining BEC, he was the senior programme manager at an international non-governmental organisation driving sustainable cities agenda in China, Japan, Mongolia and South Korea, covering topics such as air quality, low-emission development, urban resilience, circular economy and nature-based solutions.

 

 

 

Ms Tracy W. Harris
Executive Vice President, Hong Kong Green Finance Association;
Private Capital Mobilization Strategy Advisor, Asian Infrastructure Investment Bank (AIIB)

Tracy Wong Harris is a sustainable finance and capital markets executive with over 20 years of international banking and infrastructure experience across Asia and Europe. She currently serves as Private Capital Mobilisation Strategy Advisor at the Asian Infrastructure Investment Bank (AIIB), where she leads the design of platforms to crowd institutional capital into sustainable infrastructure and energy transition investments.

She brings extensive experience across energy transition, renewable power, green buildings, aviation, shipping, and industrial decarbonisation. As Managing Director and Head of Asia Sustainable Finance at Standard Chartered, she led capital structuring and financing initiatives across 21 markets, scaling the business eightfold and executing complex transactions across real assets, transport-intensive industries, and hard-to-abate sectors.

As Executive Vice President of the Hong Kong Green Finance Association (HKGFA), Tracy contributes to strategic policy dialogue and market development initiatives that strengthen Hong Kong’s role as an international sustainable and transition finance centre. She previously co chaired the Association’s Carbon Market Taskforce and served as an Alternate Board Member of the Integrity Council for the Voluntary Carbon Market (ICVCM), contributing to the development of international governance standards to enhance carbon market integrity and transparency.

She currently serves on the Board of the Hong Kong Green Building Council and the Sprinkles Charity Foundation, and a member of the Policy Research Committee of the Hong Kong Financial Services Development Council (FSDC). She has also advised the Securities and Futures Commission on climate-related regulatory matters.

Tracy holds BA and MSc degrees in International Finance and Capital Markets from the UK, completed the Social Finance Executive Programme at Oxford Saïd Business School, and is certified in Green and Sustainable Finance by the Hong Kong Institution of Bankers.

 

 

 

Ms Frances Chen
Director, Sustainability and Climate Change, North Asia, HSBC

Frances oversees the delivery of HSBC's net zero and sustainability agenda in North Asia. She works with Head of Sustainability in markets to develop and coordinate market-level plan, governance forum, and capability building initiatives. She also represents HSBC and supports senior management of the Bank and Business teams in key external engagements with clients, regulators, governmental agencies, industry bodies, and NGOs to help shape an enabling ecosystem for advancing net zero and sustainability.

Prior to joining HSBC, Frances worked at KPMG Singapore and Taiwan, where she advised listed companies on their sustainability strategies, initiatives, and disclosures. She has over 13 years of experience working on sustainability in both the private and non-profit sectors.

Frances holds a Master of Public Administration in Environmental Science and Policy from Columbia University and a Bachelor of Arts in International Affairs and Geography from The George Washington University.

 

 

 

Mr Alvis Kong
Partner, Deloitte

Alvis Kong is a Strategy and Economic Advisory Partner at Deloitte China. Known for advising on the intersection of infrastructure development, transformation, and economic delivery, he helps organizations turn large-scale ambitions into practical programs and partnership-led outcomes.
 
As a Partner at Deloitte Consulting, Alvis leads work that brings together government priorities and market capabilities. He has supported a broad range of clients—including multinational corporations, local champions, and state-owned enterprises (SOEs) across Hong Kong and Mainland China—drawing on deep experience in infrastructure financing and public-private partnership (PPP) frameworks. With the HK Government and private corporations, he focuses on enabling sustainable delivery, strengthening investment readiness, and shaping collaboration models that help projects move from planning to execution with greater resilience and long-term value.


Alvis is especially passionate about enabling collaboration between the public and private sectors. In Session 1 of EnviroSeries, “Catalysing the Transition: The Power of Partnership in Financing the Future,” he will share practical perspectives on how partnership frameworks and financing mechanisms can strengthen an ecosystem that supports technology adoption in real-world projects—advancing the conference’s theme of a “Blueprint for Green Prosperity,” where economic momentum is aligned with natural capital and resilience in the Northern Metropolis.

 

 

 

Ms Kate Martin
Sustainable Finance Consultant, ADM Capital Foundation

Kate Martin is an accomplished sustainable finance specialist with three decades of experience in financial markets. Her current focus is advancing conservation and nature financing at ADM Capital Foundation and The Nature Conservancy. Since establishing her base in Hong Kong in 1992, Ms. Martin has built and led teams dedicated to structuring hedging solutions for corporate clients and infrastructure projects throughout the Asia-Pacific region at SMBC Capital Markets (Asia). Additionally, she spearheaded derivatives coverage for financial institutions, launching a profitable business segment for the bank.


Ms Martin leverages her extensive background in structured finance and stakeholder engagement across commercial banking to drive innovative approaches to blue economy investments and nature finance. She is the author of ‘Blue Finance for a Blue Economy – Pathways to Marine Conservation in Hong Kong’, a comprehensive research paper reflecting her dedication to marine conservation. Recognized for her ability to identify financial and ESG risks and construct structured financing solutions, Ms Martin continues to champion sustainable financing strategies for a resilient future.

 

 

 

Mr Ryan Ip
Vice President and Executive Director of Public Policy Institute, Our Hong Kong Foundation

Ryan is the Vice President and Executive Director of Public Policy Institute at Our Hong Kong Foundation. He leads the Foundation’s think tank to advise the government and private sector organisations on public policy and strategic development. Before joining OHKF, he was an economist at JLL and the Hong Kong Monetary Authority. He holds a Master of Science degree in Economics from the London School of Economics and is a Chartered Surveyor. He is also an Independent Non-Executive Director at China Merchants Land Limited.

Ryan is active in public service and is a member of the Advisory Committee on the Northern Metropolis, the Land and Development Advisory Committee, the Town Planning Board, the Tourism Strategy Committee, the Estate Agents Authority, and the Hong Kong Maritime and Port Development Board. He is also a Vice President of the China Real Estate Chamber of Commerce Hong Kong and International Chapter, and a board member of the Hong Kong Proptech Association.


 

 

Mr David Lam, JP
Under Secretary for Development, HKSAR

Mr David Lam was appointed the Under Secretary for Development on 1 September 2022.

Mr Lam is a town planner by profession with over 30 years of experience in the town planning industry.  He joined the Government as an Assistant Town Planner in the Planning Department in September 1990; and was promoted to Government Town Planner in September 2019.  Mr Lam was the Principal Assistant Secretary (Planning and Lands) in the Development Bureau from June 2018 to August 2022; mainly responsible for taking forward the new development area projects in New Territories.  He had also served in the former Planning and Lands Bureau and the former Home Affairs Bureau.

Mr Lam holds a Bachelor of Science Degree and a Master of Science (Urban Planning) Degree from the University of Hong Kong; and is also a member of the Hong Kong Institute of Planners.

 

 

 

Ms Olivia To
Senior Vice President (Sustainability) Technology, Innovation and Entrepreneurship, InvestHK

Olivia To is Senior Vice President (Sustainability) Technology, Innovation and Entrepreneurship at Invest Hong Kong, the government department responsible for attracting and facilitating foreign direct investment into Hong Kong. She is a sustainability professional specializing in climate change and green technology. 

In her previous role at the Environmental Protection Department of HKSARG, she worked with directorates to prepare Hong Kong’s Climate Action Plan 2050 and carbon accounting. She is an engineer by training, certified carbon auditor, carbon trader and WELL AP. She serves as an Academy Fellow and Advisor at The Education University of Hong Kong Kong, the Advisory Committee Member of the Institute for Climate and Carbon Neutrality at the University of Hong Kong and a member of Committee of the Energy Institute.

She holds a master’s degree in environmental engineering and management from the Hong Kong University of Science and Technology and a bachelor’s degree in Global Environmental Studies from The Education University of Hong Kong. As a rescue diver, she continues her passion in marine conservation at leisure.

 

 

 

Mr Victor Cheng
Director, Sustainability, Hong Kong-Shenzhen Innovation and Technology Park Limited

Victor joined Hong Kong-Shenzhen Innovation and Technology Park (HSITP) in 2024 as the Director of Sustainability to lead the development of net-zero roadmap, stakeholder engagement and shared value creation.

Victor assumed various global and regional executive roles with multinationals. Prior to joining HSITP, Victor oversaw the global sustainability strategy for a Fortune 500 fashion and wearable technology company with a presence of over 32 countries. He spearheads a net zero transition strategy for the 40 years old global brand. 

He has been a prominent advocate for sustainable development and regional collaboration of his presence in multiple market segments - green tech, material science, retail and manufacturing, 

He received a master’s degree in Business Administration from Imperial Business School in 2015 and a bachelor’s degree in Molecular Genetics and Microbiology from University of Toronto in 2000.

 

 

 

Mr Chun Yin Mak
Global Senior Vice President, Univers

Chun Yin Mak is the Global Senior Vice President and Head of Hong Kong at Univers, where he leads the company’s AI platform business.

At Univers, Chun focuses on helping organisations improve energy, operations, and system efficiency at scale by leveraging AI to optimise complex infrastructure, enhance reliability, and drive smarter decision-making across assets and portfolios. He also oversees the Univers Global Impact AI Lab, an innovation hub advancing the application of AI for business challenges.

With over 25 years of experience across Accenture, IBM, Dentsu, and Univers, Chun has led large-scale digital transformation programmes across Asia Pacific, Greater China, and North America. He has worked with over 250 organisations to drive business reinvention by applying technologies such as generative and predictive AI, alongside cloud, automation, and operating model transformation.

Chun brings a strong perspective on how AI is reshaping physical industries, bridging digital innovation with real-world infrastructure to deliver measurable impact in energy, operations, and sustainability.

 

 

 

Dr Paul Kau
Managing Director, Earth & Environment, Hong Kong & Mainland China, WSP (Asia) Limited

Dr Paul Kau is the Managing Director of Earth & Environment Services for the Hong Kong and China region, and is WSP’s Asia Sustainability Committee Representative. He has carried out environmental health and safety (EHS) assessments, environmental impact assessments (EIA) and remediation projects throughout Asia for over 25 years, including the Variation of Environmental Permit (VEP) for MTRC’s Hung Shui Kiu Station and EIA for the Kai Tak Smart and Green Mass Transit System.

Paul has also worked on numerous carbon and water reduction road-mapping projects, been a guest lecturer at the Hong Kong Polytechnic University on Contaminated Land Management, committee member of the Hong Kong AGS Geo-environment Working Group and a consulting referee for the Australian CSIRO Research Publications.

 

 

 

Mr Willy Paterson-Brown
Chair, Board of Directors, Cleantech Building Materials PLC

Willy has been an entrepreneur for more than 35 years, the majority of which has been focussed on environmental science, cleantech and sustainability. He has worked and done business all over the world with a particular focus throughout China. He has experience in Global Financial Markets, including start-ups, taking companies public and private, buy-outs and working with both governments and multi-nationals on behalf of fast growing small businesses.


Willy was formerly Executive Chairman and CEO of Accsys Technologies PLC and led the company through the building of the first Accoya® Wood production facility in Arnhem, the commercialisation of the Accoya® Wood brand and Accsys’ listing on both the London AIM and Euronext Amsterdam Stock Exchanges during which time he organised equity financings of more than €200 million to establish and build the business.


Willy has a B.A. from the University of Durham and has lived in Geneva, Switzerland for more than 20 years, where he has his own Private Office and investment company.

 

 

 

Ms Doris Kwok
Deputy General Manager, Tianqi Lithium

Ms Doris Kwok is Deputy General Manager of TGVE, a wholly owned overseas subsidiary of Tianqi Lithium. TGVE serves as an important strategic platform for the Group’s international development, with a primary focus on planning, coordinating, and expanding business opportunities across the Greater Bay Area.

Ms Kwok joined Tianqi Lithium in 2021 and participated in the Company’s Hong Kong IPO in the same year. In her current role, she supports the Group’s international business expansion by developing new markets, integrating resources, and advancing diversified business strategies under the Company’s integrated development policy.

Prior to joining Tianqi Lithium, Ms Kwok served as Asia Pacific Operations Director at Steyr Motors GmbH, where she gained extensive experience in business development, regional operations, and corporate management. She graduated with distinction in 2024 with a master’s degree from the University of Sunderland Hong Kong campus. With strong cross-border management capabilities and international business insight, Ms Kwok plays a key role in supporting the Group’s overseas growth and strategic development.
 

 

 

Ir Michael Fong, JP
Director of Civil Engineering and Development

Ir Michael Fong is currently the Director of Civil Engineering and Development, leading the department in advancing Hong Kong’s new town development and land supply projects, among which is the Northern Metropolis, which serves as a key driver for the social and economic growth of Hong Kong.

Over the past 30 years, Michael has held numerous positions in various work departments, as well as the Development Bureau. He is widely known in the construction industry as a determined champion of construction collaboration, safety and innovation technologies.

 

 

 

Prof Shauhrat S. Chopra
Associate Dean of School of Energy and Environment (SEE), City University of Hong Kong

Prof Shauhrat S. Chopra obtained his Integrated Masters of Science in Systems Biology from the University of Hyderabad, India in 2011. He received his PhD in Civil and Environmental Engineering from the Swanson School of Engineering at the University of Pittsburgh, USA, in 2015. His doctoral dissertation was focused on resilience of complex systems including economic systems, industrial symbiosis, and critical infrastructure systems at urban and national levels. Before joining the School of Energy and Environment, Shauhrat worked as a Postdoctoral Researcher at the Institute for Environmental Science and Policy, University of Illinois at Chicago, on the U.S. EPA funded LCnano project focused on sustainable design of future transformative nano-enabled products. His data-driven research is focused on designing indicators for sustainability and resilience of the built environment in support of environmental decision-making.

 

 

 

Mr Simon Chan
Assistant Director (Conservation), Agriculture, Fisheries and Conservation Department

Mr CHAN Kin Fung, Simon is an Assistant Director of the Agriculture, Fisheries and Conservation Department of the Hong Kong Special Administrative Region Government, overseeing nature conservation work in Hong Kong. He has served in the Department for 29 years and has been involved in a wide range of nature conservation work, including wildlife management, endangered species protection, habitat management, biodiversity conservation, ecological surveys, and environmental impact assessments.

He led the formulation and implementation of Hong Kong’s first city‑level Biodiversity Strategy and Action Plan (BSAP), which aimed to strengthen biodiversity conservation and support sustainable development. He continued to steer the work with the BSAP 2035, promulgated in 2025. He is also leading the establishment of a system of Wetland Conservation Parks under the Northern Metropolis Development Strategy.

 

 

 

Dr Nick White 
Principal Advisor – Net Gain, Natural England

The current focus of Dr White's work is on the implementation and rollout of biodiversity net gain for TCPA developments and the forthcoming approach to NSIP developments. His work covers legislation, the biodiversity metric and biodiversity net gain standards and guidance. In his role, his works closely with developers of all types, landowners, national and local governments, eNGOs and academics.

He was featured in the ENDS Report Powerlist UK 100 most influential environmental professionals 2022-2025.
 

 

 

 

Dr Andy Cornish
Founder & Chief Strategist, Cornerstone Strategies

Andy Cornish grew up in Hong Kong, and completed a Ph.D on reef fishes at The University of Hong Kong in 2000. He spent 16 years working for the world’s largest conservation organisation WWF, first as the Conservation Director for WWF-Hong Kong, and then as the leader for a global marine conservation program for WWF International. He is currently the Founder and Chief Strategist for Cornerstone Strategies, a boutique consultancy that provides tailored strategic planning support to charities, foundations and corporations in Asia Pacific and beyond. He also helps coordinate coalitions including the Hong Kong Expert Biodiversity Group and Hong Kong Marine Protection Alliance.

 

 

 

Mr Stuart Beavis
Regional Lead, Dutch Fund for Climate and Development;
Senior Advisor, Sustainable Finance, WWF-Hong Kong

Stuart is the Asia-Pacific Regional Lead of the origination facility for the €160 million Dutch Fund for Climate and Development. He has directly worked on over 20 projects in the region, ensuring projects are structured to be business-ready and meet investment criteria. Prior to WWF, Stuart spent 25 years in the financial industry managing derivative sales and trading businesses at LSE, LIFFE, Salomon Brothers, HSBC, UBS, and Jefferies.

 

 

 

Mr Eddie Tse
Group Sustainability Manager, Gammon Construction Limited

Eddie has more than 28 years experience in construction and environmental field and specializes in sediment and land contamination assessment and remediation, carbon/energy management, renewable energy projects and waste/asbestos management. He has been involved in a number of infrastructure and building projects such as road and drainage, site formation and land decontamination, railway, power plant emission control facility, tunnel and rock cavern and Central Government Complex.

Eddie is the vice chairman of Environment Committee, Hong Kong Construction Association and member of Climate Change Business Forum of the Business Environment Council. He was appointed as a construction advisor in development of Construction Industry Council Carbon Assessment Tool and Sustainable Finance Certification scheme. Eddie is a co-opted member of the Sustainable Development Committee, Climate Change Framework for Built Environment Embodied Carbon Expert Group member and Green Product Market Taskforce member of the Hong Kong Green Building Council. He was also appointed by BEAM Society to be member of Materials Aspects and Construction Environmental Management Expert Panels. He is a member of Environmental Protection Department Asbestos Administration Committee and CARES Assured Steel Certification Sustainability Technical Committee.

Eddie graduated in Chemical Engineering from the University of British Columbia in Canada, and has a Master of Science degree in Environmental Engineering from The Hong Kong Polytechnic University. Eddie is a Fellow member of the Hong Kong Institute of Qualified Environmental Professionals, Certified Carbon Auditor under the CIC Green Product Certification Scheme, Certified Energy Manager/Carbon Audit Professional of US Association of Energy Engineer and a Qualified Project Assessor of UK BREEAM Infrastructure. He is a Certified ESG Analyst CESGA® of The European Federation of Financial Analysts Societies.

 

 

 

Mr Stephen Suen
Director, AECOM

As a UK-chartered landscape architect and urban designer with two decades of global experience, Stephen serves as the Design Director and Nature-based Solutions lead at the AECOM Hong Kong Design Studio. Stephen's background in design and engineering has led multidisciplinary teams on notable projects in Europe, the Middle East, and Asia. Highlights include the London 2012 Olympic Legacy Masterplan, West Kowloon Cultural District, Northern Metropolis' masterplans, and the award-winning Tung Chung East Eco-shoreline design. Stephen co-authored the Hong Kong Nature-based Solutions Design Guidelines and currently spearheads the Natural Capital Initiative, pioneering nature financing by quantifying and transforming natural capital into tangible investments.

 

 

 

Mr Mike Ng
Associate Director – Project Development & Management, CLP Power Hong Kong Limited

Mr Mike Ng is Associate Director – Project Development & Management at CLP Power Hong Kong Limited, with extensive experience in planning and delivering large scale electricity infrastructure projects that support Hong Kong’s long term energy transition and sustainable development objectives. Since joining CLP Power in 2009, he has been involved in a wide range of strategic initiatives spanning project development and delivery of critical power infrastructure, contributing to the company’s long term network planning and infrastructure initiatives. In his current role, Mike focuses on driving project development across the project lifecycle, from early planning and feasibility through to execution readiness. His work focuses on aligning infrastructure projects with evolving development needs, environmental considerations, and works interfaces to ensure efficient and sustainable project delivery.

 

 

 

Ir Joe Yip
Deputy Project Manager (West), West Development Office, Civil Engineering and Development Department

Ir Joe YIP is a professional civil engineer working in HKSAR Government for over 30 years. Apart from Civil Engineering and Development Department (CEDD), he also worked in Drainage Services Department and Development Bureau.

He is now responsible for overseeing the planning, design and implementation of the site formation and infrastructure works of a number of mega-scale projects in the western part of the Northern Metropolis including Hung Shui Kiu / Ha Tsuen New Development Area (NDA), Yuen Long South NDA, Ngau Tam Mei NDA and Loop Development Area.  

Planning and design of the New Development Areas concerned is embracing smart infrastructures, blue-green infrastructures, nature-based solutions and urban-rural integration concepts. To enhance the construction safety, productivity and cost-effectiveness of these projects as well as reduce their environmental and social impact, Ir YIP led the project teams and collaborated with industry stakeholders to adopt various new innovative construction technologies, including “Full Span Bridge Deck Erection” and “360-degree Rotating Special Lifting Frame” methods for viaduct construction, “U-shaped Tunnel Boring Machine” for box culvert construction, “Rectangular Tunnel Boring Machine” for subway construction and “Low Density Engineered Cementitious Composites” for road embankment construction.  

Prior to the current post, Ir YIP worked as the Chief Engineer of North Development Office of CEDD to oversee the construction of Heung Yuen Wai Highway and planning and design of Kwu Tung North/Fanling North NDA.

 

 

 

Mr Ken Yuen
Climate Change & Sustainability Risk Consultant, Zurich Resilience Solutions

Ken Yuen is a Climate Change and Sustainability Risk Consultant at Zurich Resilience Solutions, the risk consulting arm of Zurich Insurance Group. In this role, he supports organizations across sectors in building climate resilience, leveraging Zurich’s proprietary data, tools and expertise throughout the APAC region. Ken’s work includes scenario-based analysis, risk quantification, as well as resilience planning and tailored recommendations.

Prior to joining Zurich, Ken contributed to a wide range of sustainability and risk consulting projects across Asian countries, with a focus on sustainability disclosure, carbon accounting, strategic planning, and risk management.

 

 

 

Ir Dr Bruce Chong
Fellow & Director, ARUP

Ir Dr Bruce Chong is a Fellow and Director at Arup, where he leads climate, urban sustainability, and smart city services across Asia. He established Arup’s Centre of Excellence for Climate Modelling, enabling organizations to make resilience both measurable and actionable in planning sustainable climate adaptation strategies. Bruce has advised global institutions including the World Bank, IFC, ADB, and AIIB on climate adaptation, sustainable infrastructure, smart cities, and circular economy initiatives. He founded the Asia Corporate Coalition for Climate Resilience (A4CR), guiding influential businesses in the region to address climate risks and future-proof their assets and operations. A Fellow of HKIE, CIBSE, ICE, and IET, Bruce serves on multiple industry and policy committees. These include Director of HKGBC; Vice Chair of the Real Estate & Infrastructure Committee at HKGCC; Co-Chair of the Real Estate Working Group at HKGFA; Committee Member of the ESG Group at the Financial Services Development Council (FSDC); Working Group Member on Engineering & Climate Change at the World Federation of Engineering Organizations (WFEO); and Council Member of the Appointment Advisory Board at the Hong Kong International Arbitration Centre (HKIAC). His latest publication, Tackling Climate Hazards in Coastal Urban Areas of East and Southeast Asia: Connecting Climate Science, Engineering, and Finance, was launched during COP30 in November 2025.

 

 

 

Ms Jessica Chan
Head of Sustainability, MTR Corporation Limited

Jessica is the Head of Sustainability of MTR Corporation. She leads the development of sustainability strategies, driving sustainability initiatives, and overseeing the preparation of sustainability reports and disclosures. She has developed a corporate Climate Change Strategy for the company and leads regular review of climate risks and controls across various business units. She has also crafted a long-term decarbonisation roadmap and set science-based carbon reduction targets for MTR. Furthermore, Jessica provides her technical expertise to support the issuance of green bonds by the company.

With an extensive background spanning over 25 years in environmental and corporate sustainability, Jessica is a seasoned sustainability professional with a diverse skill set encompassing sustainability strategies and policies, sustainability communications and disclosure, regulatory compliance, and emerging sustainability issues. Actively engaged in the sustainability arena, Jessica is a member of various international and local sustainability-related committees, including the Sustainable Development Committee of The International Association of Public Transport, the Community of ESG Practitioners of the World Economic Forum, and the Environment & Sustainability Committee of The Hong Kong General Chamber of Commerce.

Jessica also contributes to academia as a member of the Programme Advisory Committee for an MSc sustainability programme at The Chinese University of Hong Kong and serves as an Advisory Board member for an MSc ESG Management programme at Lingnan University. Since 2021, she has been a member of the Board of Examiners for the Hong Kong Sustainability Award organised by The Hong Kong Management Association.

 

 

 

Dr Limin Zhang
Chair Professor, Department of Civil and Environmental Engineering, The Hong Kong University of Science and Technology

Dr Limin Zhang is Chair Professor and Head of the Department of Civil and Environmental Engineering and Associate Director of State Key Laboratory of Climate Resilience for Coastal Cities at the Hong Kong University of Science and Technology. His research areas include slopes, dams, foundations, and geotechnical risk assessment. Dr. Zhang is Chair of International Society of Soil Mechanics and Geotechnical Engineering (ISSMGE)’s TC210 on Embankment Dams, Past Chair of ASCE Geo-Institute’s Risk Assessment and Management Committee, and Editor-in-Chief of Georisk. He is recipient of Chinese National Engineer Award, ASCE Ralph Peck Award, and ISSMGE’s Lacasse Lecture Award.
