Business Environment Council Limited (“BEC”) released its Policy Whitepaper on Updated Sustainable Aviation Fuel Strategy for Hong Kong, outlining a tailored roadmap to scale sustainable aviation fuel (“SAF”) adoption and develop an internationally competitive SAF value chain in Hong Kong. Building on the foundational analysis of the 2024 Policy Whitepaper, the update evaluates the evolving SAF landscape and sets out strategic recommendations to support Hong Kong’s aviation transition.
Hong Kong stands at a critical juncture in its aviation decarbonisation journey. As an international aviation hub, Hong Kong’s aviation emissions are projected to rise alongside growing demand. As the most viable pathway to aviation decarbonisation, SAF will be central to achieving the sector’s net-zero ambitions and long-term sustainability. BEC developed this Policy Whitepaper to provide a practical roadmap for scaling SAF adoption while safeguarding Hong Kong International Airport’s competitiveness and supporting the sustainable development of the broader aviation value chain.
The Whitepaper assesses Hong Kong’s current landscape alongside regional and global SAF developments. Drawing on policy developments across the Asia-Pacific region and progress in the Chinese Mainland, it highlights the importance of a flexible demand mechanism tailored to Hong Kong’s unique circumstances. Recommendations are structured around three foundational pillars: affordability, supply security and sustainability. Proposed actions encompass demand-side measures to stimulate the market, supply-side measures to strengthen fuel availability and infrastructure, and ecosystem enablers to support regulatory clarity, financing and policy development.
The recommendations provide robust support to the priorities outlined in the Chief Executive’s 2026 Policy Address and Hong Kong’s First Five-Year Plan for Economic and Social Development (2026-2030), including achieving a 1% to 3% SAF consumption ratio for flights departing from Hong Kong International Airport by 2030, leveraging the SAF production base in Dongguan, advancing the construction of Hong Kong’s first SAF blending facility, and developing a more integrated regional SAF value chain to enhance the long-term availability and competitiveness of SAF in Hong Kong.
