Independent Verifier Services for

Jockey Club Energy Saver in Schools Project

 

  1. Background
    1. Business Environment Council Limited (“BEC”) is initiating a Jockey Club Energy Saver in Schools Project (the “Project”). The Project is organised by BEC and co-organised by Hong Kong Green Building Council Limited and BEAM Society Limited (“BSL”) (“the Co-organisers”).
    1. BEC is currently inviting interested parties to submit Express of Interest (“EOI”) for the provision of consultancy services for the improvement works of the existing school buildings in Hong Kong.
    1. This Project is funded by the Hong Kong Jockey Club Charities Trust (the “Donor”).
    1. KC Surveyors Limited (“KCS”) is appointed by BEC to provide procurement and contract administration services to this Project.
    1. The Project aims to optimise the energy performance of the 63 number of the existing schools and to assist the existing schools to achieve BEAM Plus Existing Schools certification by carrying out improvement works.
    1. The Independent Verifier (“IV”) should deploy sufficient manpower resources to complete the energy reduction verification work for 63 schools inclusive of site reconnaissance, assessment of energy saving reports, and validation of completed works throughout the estimated project duration of 3 years.
    1. The Project lasts for 3 years plus 2 years defect lability period (the “Project Period”).

 

  1. Objective
    1. The objectives of this IV services including the followings:
      1. To verify the necessary and effectiveness of retrofitting works;
      1. To verify the budget and cost effectiveness of each participating school;
      1. To monitor and control the quality of work and ensure the retrofitting could achieve the goal of energy saving (15-20% electricity reduction through carrying out energy-efficient retrofitting works).

 

  1. Scope of works
    1. The proposed equipment list will be submitted by each school. The scope of improvement works shall be determined based on the inclusion of systems in the final equipment list following the verification process as set out below and agreement by the client.
    1. The IV shall review relevant information of system(s) in the proposed equipment list including but not limit to:-
  1. Air Conditioner (“AC”)
        1. The number, location, brand, model, type and capacity of the existing AC
        2. the physical dimensions of the existing AC and its window dimension (if window AC)
        3. the existing installation method and existing condensation drains connection of the existing AC, including but not limited to by metal frame hanger.
  1. Lighting
        1. The number and location of the existing lighting fitting/panel (e.g. downlight) with number of luminaries (e.g. T5/T8 & CFL).
        2. The type and model of the existing lighting; and
        3. the physical dimensions of the existing lighting fitting.
  1. Real-Time Energy Monitoring (RTEMs)
        1. The condition of main switch room and sub-meter rooms.
        2. The existing circuit arrangement of lighting, power and air conditioner of each floor.
        3. The school Wi-Fi services covered the main switch room and sub-meter rooms.
        4. Accessibility to the main and sub-main switch room
        5. Any solar energy generation systems with or without Feed-in Tariff (FiT) installed.
  2. Daylight Sensor
        1.  Layout plan of proposed installation location and the proposed quantity
  3. Motion Sensor

  4. High-Volume Low-Speed (HVLS) Fan
        1.  Layout plan of proposed installation location
        2.  The support system and physical dimensions of the HVLS fan model
    1. The IV shall review the potential equipment installation locations from different aspects including but not limited to site accessibility and safety issues, such as electrical loading, protective barriers, any existing structure to make available space for installing/updating AC/LED lighting etc. The IV shall verify and provide comments on the proposed equipment list and ancillary works items as prepared by the contractor. Summary on the suitability, site observations and technical constraints of each school should be prepared to solicit the client’s feedback. Upon receiving the client’s feedback, the IV shall recommend the final equipment list taking into consideration the allowable budget and technical feasibility for the client’s endorsement.
    1. The recommendation shall consider the budget of both the equipment and ancillary works items. In the event that the proposed budget exceeds the funding limit in the range of $500,000 to $2,500,000 as assigned by the client for each school type, the IV will provide justifications for any additional costs required.
    1. At the commencement of service, the IV shall develop a vetting mechanism as a basis for recommending the proposed improvement works, with a view of achieving an energy saving target of 15-20% per school.
    1. The IV shall review and verify the calculation of the Preliminary Electricity Reduction Report (PERR) prepared by contractor based on the final equipment list.
    1. The IV shall review and comment on the material approval request submitted by the contractor.
    1. The IV shall verify the installed works through participating in handover site walks and other appropriate means, and endorse the Satisfaction of Works including any rectification works if necessary.
    1. The IV shall attend meetings including site meeting and monthly progress meetings when required.

 

  1. Project Period
    1. The Project Period is 2-3 years plus 2 years defect lability period with the commencement in April 2024. The IV shall provide the Services throughout the Project Period.
    1. The IV is targeted to be on-board in early April 2024 tentatively.

 

  1. Project Deliverables
    1. The IV shall provide the following deliverables during the Project Period:
      1. Proposed vetting mechanism to monitor the overall progress of improvement work;
      1. Finalised equipment list of school retrofitting works after site inspection and vetting for each school;
      1. Inspection report to certify the feasibility of the proposed improvement work for each school;
      1. Issue comment on the PERR submitted by contractor for each school;
      1. Material approval record based on the electricity saving performance of equipment;
      1. Monthly progress report;
      1. Satisfaction of Works of the completed retrofitting works;
      1. Any document as required by BEC (if any).

 

  1. Manpower
    1. The project team proposed by the IV shall include but not limited to the staffs with the following minimum requirements:
      1. Qualified project lead with at least 15 years post-qualification experience in building services engineering, environmental engineering, mechanical engineering, electrical engineering or equivalent, and with relevant past project experience e.g.  energy saving projects, BEAM Plus Existing Buildings projects, school improvement works or term maintenance works;
      1. Registered Energy Assessor with at least 5 years post-qualification experience for preparation of energy audit or certification of the improvement works at school for compliance with requirement of Building Energy Code (“BEC”);   
      1. Technical staff with relevant academic qualification in building service engineering, environmental engineering, mechanical engineering, electrical engineering or any other environmental related disciplines with relevant experience of BEAM Plus Existing Buildings projects, school improvement works or term maintenance works.

 

  1. Shortlisting Criteria
    1. Upon submission of the EOI, eligible IV shall be shortlisted for proceeding to tender stage in accordance with the following selection criteria:
      1. Company background;
      1. Consultant’s Experience in energy saving project / school works;
      1. Consultant qualification and certification (e.g. BEAM Pro, BEAM Plus Existing Building projects);
      1. Consultant's Technical Resources/manpower, qualification of key personnel;
      1. Company Financial status;
      1. Environmental Policy;
      1. Quality Assurance Policy; and
      1. Safety Management.

 

  1. Expression of Interest
    1. Please express your interest by returning the following submissions to BEC via email to schoolenergysaver@bec.org.hk on or before 12:00 noon on 9 February 2024, Friday.
    1. Your EOI submission shall contain the following documents:
      1. The completed form of Express of Interest” (Annex A);
      1. Company brochure;
      1. Organisation chart showing all key staffs, partnering companies or sub-consultants;
      1. Certificate of Consultant’s qualification;
      1. Company financial statement for the latest three years (i.e. from 1 January 2021 to 31 December 2023);
      1. List of relevant project experience for the last three years (i.e. from 1 January 2021 to 31 December 2023); and
      1. any other information and evidence demonstrate your capabilities;
    1. Late submissions may not be further considered.

 

  1. Disclaimer

BEC shall not in any circumstances be liable for any costs, expenses and damages incurred or suffered by the interested parties in connection with the preparation and submission of this EOI to BEC, in the event not to invite any interested parties which has submitted their interest in response to this invitation to enter into any tendering exercise or an agreement for this Term Contract.
